Ongoing fraud at various Bangalore petrol stations

Just saw this reported in our internal company mailing list.

Operators at various petrol bunks in Bangalore (and possibly in other cities), are cheating passengers by breaking up the delivery of petrol in two steps, and distracting them in between the steps. Most of us are conditioned to check only when the meter first starts running, and when it finally ends. If the petrol is given to us in two batches, some of us either miss (or are distracted) at the point when the meter needs to be reset to start the next batch. Operators take this opportunity to make a quick buck at our expense. Here are two such experiences.

In north east almost all petrol pumps have got doctored meters. With the installation of digital dispensing units these dealers have a hay day. There is an electronic chip available in the market, and by installing this device which is remote controlled they can immideatly correct the unit if challlanged. The only way the public can catch them red handed is by unsuspectedly filling the full tank when you will find that the tank whose capacity is 150 lts,can hold 170 lts.A public awareness campaign is needed. The bunk owners are making crores and cheat the public

My name is Manjunath. Today morning, I went to this petrol bunk at Seeta Circle and asked the attendant to fill petrol for Rs. 500  and also gave him a 500 rupee note. I am sure he heard me clearly. That person showed me the note and tried to tell (advice) me not to accept 500 rupee notes of some particular alphabet, etc etc. He was trying to distract my attention. Meanwhile, the person who was supposed to fill petrol was asking me …sir petrol or diesel. My car is a Ford Flair with ‘Petrol’ written clearly near the lid of the petrol tank ! He was also trying to distract me. After the meter started running, it suddenly stopped when it come to Rs.100. They were pretending that some thing went wrong and tried to reset the meter. But I stopped at that and demanded Rs. 400 back and left, but with feeling  very bad that I was cheated so openly. I want to report this to the highest authority and also to Lokayukta, but I am not sure whom to approach . Some one please advice me. I want to put a permanent end to such practices and also see to it that this particular petrol bunk is shut down and the culprits brought to book.
